In the "Leads" area (located in the marketing tab on the navigation bar), those accounts are listed which you have not organized in any Mailtastic target group, but which nevertheless generated a click on at least one (sender-based) campaign.
This means that leads are accounts that are interested in your content and that you may not have had on your screen before.
Move leads to an existing target group or create a new target group in order to target the accounts with recipient-based campaigns. If an account was assigned to a target group that is assigned to a campaign, the next time the account will display the receiver-based campaign for the corresponding target group.
